ACUMEN Capital is an alternative capital provider offering tailored debt and equity solutions designed to optimize value-add, opportunistic projects in the Greater Washington DC area. Our products include acquisition, construction, and bridge facilities customized for real estate developers and investors focused in the urban core market.

ACUMEN Development

ACUMEN Development​ is dedicated to creating quality multi-family homes to mixed-use properties to affordable housing in blossoming DC communities. We take pride in and responsibility for our consistent and integrity based development practices. Our development team is comprised of the most seasoned and skilled individuals that ensure quality and satisfaction in the real estate built. To date, we have developed 1 million SF in real estate. ACUMEN Construction

ACUMEN Construction offers a range of construction management, design/build, scheduling and consulting services. Our tactical and innovative approach toward building has assisted in earning us notoriety as an emerging developer in the Washington, D.C. area. We are proactive in our construction practices and problem solving that best achieve the success of any given project. Construction is a crucial phase of any of our projects. The ACUMEN Construction Management team provides top notch-in-class preconstruction and construction services for all projects executed. During this phase of these projects, ACUMEN Construction facilitates the selection of the general contractor and oversees contract negotiations. Once construction begins, we handle the construction efforts, administer the technical consultants as well upkeep quality control, cost control, and schedule performance.

ACUMEN MANAGEMENT

Investment Management: presides administration of its current investment fund portfolios and deliberates deployment of new capital for lucrative development opportunities. Our Investment Management team is dedicated to maintaining pricing regulation both as buyer and seller. At ACUMEN, we value our investors and respect our fellow developers. We strive to generate exceptional performance results through an honest and uncompromising execution framework.

Property Management:​ side uses interactive strategy to ensure precise property control and coordination of all residential services,including leasing and maintenance management. ACUMEN Property Management currently provides property management services for various residential spaces across the district.

ACUMEN Affordable is part of companies’ evolving mission to not only offer indisputable high-grade real state developments but also to maintain accessibility to all communities. This new arm of the ACUMEN Companies is driven by our dedication to the communities in which we operate. The inventory of affordable housing has steadily declined while the demand economically accessible housing has increased. Through, this work we hope to play a small but vital role in bridging that growing gap. ACUMEN Affordable is a testament to our efforts to generate quality housing that is accessible.

Management Team

Chi Perrus
COO - (Interim )

Chi has over 15 years of extensive banking experience in commercial real estate lending, business development, and portfolio management. Over the years, he has developed a strong book of business and network of contacts in the real estate industry within the Washington, D.C. and Baltimore markets. Chi will lead Acumen’s efforts to originate new loans, manage client relationships, underwrite transactions, and manage the Company’s loan portfolio.

From 1996–2016, he worked for several multi national and community banks in the Washington, D.C. and Baltimore markets in various functions, including lending and management roles. Most recently, he spent one year as VP of Commercial Real Estate at Monument Bank where he originated loans for commercial real estate and development projects.

Prior to joining Monument Bank, Chi served as SVP/Director of Real Estate and interim Chief Lending Officer (CLO) at City First Bank of DC, a community bank in Washington, D.C. Chi led the bank’s commercial real estate lending efforts focusing on originations across all property sectors, including residential land development, multifamily, retail, office, industrial, and academic institutions. During his four years at City First Bank of DC, he successfully originated over $140MM in loans across 65 transactions. This included performing due diligence and deal analysis to determine project feasibility, and loan structuring to mitigate risks.

Chi also served as Senior Lending Officer (Chief Lending Officer) at Harbor Bank of Maryland where he managed a lending department consisting of several commercial lenders, mortgage lenders, and support staff. He also served as a commercial lender at Citi Bank and Sandy Spring Bank.

Chi has an MBA from the Robert H. Smith School of Business at the University of Maryland, an MS in Real Estate from the Carey Business School at Johns Hopkins University, and a BA in Economics from the University of Maryland.

Scott Vance
CFO - (Interim)

Scott has an extensive 16-year background in Real Estate Accounting in various industries including residential, retail, commercial, and mixed-use. Prior to joining Acumen Companies in September 2016, he served as the Controller for the Property Accounting Group at Madison Marquette in which he managed 23 staff member consisting of Accountants and Lease Administrators. His background also includes serving as the Controller for Concierge Management Services, LLC located in Houston, Texas for approximately eight years. He successfully managed a team of 3 Senior Accountants and Accounts Payable while completing 15 acquisitions and five dispositions.

He also served as a Regional Accounting Manager for Weingarten Realty Investment Corporation in which he managed 14 acquisitions and 11 dispositions at a single point during his tenure. In addition, he was an Accounting Supervisor with Quadrangle Development Corporation located in Washington, D.C. where he managed the accounting for two REIT structures along with a team of two Accountants. He earned his Bachelors of Science with a concentration in Accounting in May 1992 from the E. Claiborne Robins School of Business located in Richmond, Va.

Beck Vissat
EVP OF Operations

Beck Vissat is the Executive Vice President of Acumen Development and Acumen Construction, subsidiaries of Acumen Companies. He also serves as Acumen’s construction administration representative, providing oversight and advisory services as needed among Acumen’s ongoing investment portfolio.

Prior to joining Urban Investment Group, Beck was a Project Manager for Bozzuto Construction Company where he administered the completion of more than 1,000 multifamily units and over 50,000 square feet of retail space, with an aggregate contract value exceeding $250 million. In addition to working at Bozzuto, Beck also brings a wealth of field operations knowledge from his experience as a Superintendent at Hensel Phelps Construction Company. Projects included both private and federal buildings with an aggregate contract value greater than $1 billion.

Beck holds a bachelor’s degree in Construction Management from The University of Cincinnati in Cincinnati, OH.

Abdo Roffe
VP of Acquisitions

Abdo Roffe is the Vice President of Acquisitions at the Acumen Companies. Abdo is responsible for sourcing and executing on all new investment opportunities for the company. He brings significant transactional experience to our team as well as expertise in evaluating properties and an in-depth knowledge of the Washington, DC market.

Before joining the Acumen Companies in 2016, Abdo was an Associate at Marcus & Millichap specializing in the acquisition and disposition of multifamily assets in the District of Columbia. His additional experience includes serving as the Gaming and Lodging Development intern for The Cordish Companies, one of the largest real estate development firms on the east coast, headquartered in Baltimore, Maryland.

Abdo holds a Bachelor of Arts degree in Sociology from the University of Maryland and a Masters of Professional Studies degree in Real Estate Development from Georgetown University.

Over the past two years, he has developed over $289MM in residential properties totaling over 500,000 SF. Through a concerted effort of maintaining near-term liquidity and taking advantage of distressed, value-add opportunities, Abiud has continued to grow his real estate portfolio and recently celebrated 10 years of operations in the District.

Abiud is actively involved in local fundraising efforts and interactive business groups. He is currently the President of the Washington Developers Association, a member of DCBIA, and serves on the advisory board of multiple local banks in Washington, D.C. He makes regular appearances on local radio programs and as a guest lecturer for the Entrepreneurship Program at the University of Maryland.
